Why ROC™ exists
Carrier selection is now a documented-care decision.
Court rulings, including the Supreme Court's decision in Montgomery v. Caribe Transportation, have made clear that brokers may face real liability when a carrier they select later causes harm. Courts and insurers increasingly expect a documented, reasonable carrier-selection process — not just commercial convenience.
ROC™ fills that gap: a structured, publicly published standard that brokers can point to as a record of due diligence. It’s similar to the way SOC 2 works for software vendors or LEED for buildings — a published standard with clear criteria, an attestation process, and a portable credential that travels with the carrier across its commercial relationships.
And in a market where capacity is tight and every tender is a fight, reasonable care shouldn’t mean constricting your supply or icing out good carriers. Most brokers are already doing the right things — ROC™ gives you a shared standard so documenting it doesn’t cost you carriers.
Two ways in.
One standard.
There are two ways a carrier gets into the program: a broker or insurer invites them in, or the carrier does it themselves at carriers.genlogs.io — Either path runs through the same three steps.
Sponsor or self-start
A broker or insurer can invite a carrier into the program, or a carrier can go directly to carriers.genlogs.io and enroll on its own. A sponsorship is an invitation, not an endorsement — the sponsor certifies nothing.
Carrier attests
The carrier completes the ROC-1™ form across 12 published criteria and certifies the accuracy of its own answers. The attestation is always the carrier’s, no matter who initiated enrollment.
GenLogs processes
GenLogs processes the carrier’s ROC-1™ conformance. The status becomes portable, and carriers keep a dated record of their answers.
Two tiers, one standard

An Open Standard
Published publicly
The full ROC-1™ criteria are published openly, so any party can read exactly what conformance requires.
GenLogs is the initial publisher and current administrator of ROC™ — we maintain the criteria, process attestations, and hold an authoritative conformance record. But ROC™ is designed as an open standard.
Open to input
Input from carriers, brokers, insurers and regulators is actively invited as the criteria evolve.
Open to any carrier
Any qualifying carrier can earn conformance, regardless of fleet size or who sponsored them.
